Hope you like the following Runescape guide which selected from the other website by me, but it's not my work, I just give it a summary. Hope it can help you some.

We are confused as to what is happening to you: Are you stuck outside because Stronghold Safety is not letting you in? Are you getting into the room with the jail cells but you don't know what to do?

If you are at least getting the jail cells. If you recall correctly when you did this, you read what each person in the jail cell did and then you went to the top of the building where the classroom was and took some quiz. After taking that quiz, you went back down to where one of the jail cells were opened and had a POSTER you could click on (because there's an entrance hidden behind.)

You don't need to take a test anymore; both strongholds were nuked, basically. All you need to do is get down into the cellar(entrance is behind the building) and search the poster on the wall. irections from beginning of the cellar. Go north a little bit and climb down the stairs, go to the east and climb up those set of stairs, go south all the way around to the east and then all the way north and climb up the stairs. Go to the northern room in the shape of a rectangle and pull the lever to the west side of the room. Then climb back down the set of stairs you just climbed up. Go through the door on the eastern wall and finally go south and north of the path to the chest.
